PROJECT DESCRIPTION

Northern Province (NP) is one of the worst conflict - affected regions, emerging from nearly three decades of war. The damage to physical infrastructure has been severe and extensive, and particularly the road network lies in state of total disrepair. People in the region no longer have access to markets or basic social services as they once had and the transport of goods has dramatically slowed. As Government is carrying out the resettlement of the displaced population in the region, reestablishment of linkages to social services and markets through robust road network is essential for normal socio-economic activities and civil life to return.


The project is located in Mannar and Vavuniya Districts of the Northern Province (NP) and involves the rehabilitation and reconstruction of about 141 km of Class C roads (Mannar – 59 km, Vavuniya – 82 km) and widening to form a road formation between 7.5 to 8m with a 5m carriageway for Mannar District and 4.5m for Vavuniya District. Formation widths are adjusted to suit local site conditions subject to consideration of local safety issues and availability of right of way (ROW). The scope of work for the civil works contracts will include, the scarifying of the existing surfacing, widening of road formation, reconstruction of the road sub grade and pavement including any edge widening, rehabilitation and reconstruction of existing bridges and culverts, Double Bituminous Surface Treatment (DBST) surfacing, and installation of road furniture, road signs, and road markings. The road rehabilitation will in most cases be based on the existing road alignment. As almost all the roads are in flat terrain, they are straight and level and will require little realignment. Sections prone to flooding will also be raised and concrete causeways will be introduced where large overland flows are expected or at locations of frequent inundation.
